PC Alexandra Day said in a statement: ‘I noticed that the rider of this vehicle was using a hand-held mobile device whilst driving.

‘The device was being held in both their hands to the front, in front of themselves.

‘I stopped the vehicle and spoke with the rider. I confirmed they weren’t making emergency contact to the 999 service.’

Laing is not believed to have made any official comment at the scene of the offence.

The star, a former Strictly Come Dancing contestant, was initially posted a fixed penalty fine to the home he shares with his wife and TV star Sophie Habboo in Notting Hill.

In July Habboo, 29, admitted she has been piling on the pressure to her husband to start having children soon.

Habboo, another Made In Chelsea star, tied the knot with Jamie at Chelsea registry office in April and again in a grand ceremony in Spain in late May.

Habboo joked that she wants to have 20 kids and has been asking her new partner ‘when can we get started?’.

Speaking to OK! magazine, she said: ‘All of Jamie’s friends have babies so they’re all like, ”So when are you starting?” I’m like to Jamie, ”So when are we starting?” ‘
