A member of the City of London’s governing council has been revealed as a key figure in a “gang of chancers” behind rogue letting agencies.

Luis Tilleria, 41, was elected to the court of common council and stated on campaign material that he owned “an international real estate business”.

The common council is the primary decision-making body of the City of London Corporation, which is responsible for the heart of the UK financial sector. It also oversees the City of London police, which is the UK’s leading force for investigating major frauds.
